Secondary Education Reform

Budgetary and socio-economic policy caused coalition collapse, but what about the effects of compromises in other fields? In the field of education, the intention was to begin experimenting with a new type of secondary education, for which special legislation was required. In addition, the constitutional article on education needed to be amended to warrant local government funding of private (religious) schools. In January 1982, the government issued a white paper on experiments with the new education system. Though the government thus started elaborating the substantive implicit compromise on this matter, conflicts on budget cuts and the employment plan were so dominant that the education issue got stuck in the government machinery.
